When building a local development strategy, it is critically important to diagnose commune&#8217;s supralocal environment and relationships. Without the awareness of the supralocal situation and its likely changes, it is impossible to develop a good strategy. There are favorable&nbsp;and unfavorable&nbsp;development factors in the supralocal environment. There are also opportunities and threats that may become such factors. Unfortunately, too little attention is usually paid to it in the practice. Therefore, I explain how this can be done.
