Talent or will? Can public strategic governance be learned?

Can public strategic governance be learned? Or do you have to be born with a talent for it? My next 9-hour lecture at the “MBA in Community Management” created by the University of Economics in Krakow and the Hevelius Institute confirms that although talent helps, what counts most is willingness. I had a great time working with another group of ambitious officials, managers and public leaders. It is satisfying to observe how an honest, long and substantively deep discussion changes their way of thinking!
