Simply adopting a commune development strategy in compliance with legal requirements is not enough in Poland. The strategy must be substantively sound, and it must be preceded by a good diagnosis. Otherwise, there will be many problems…

Training for the Silesian Association of Municipalities and Counties. Its participants were directors, heads of departments, and managers from a dozen or so offices of Silesian city administrations responsible for preparing these strategies and for spatial planning.

This time I lectured in Malaysia, at Universiti Malaya in Kuala Lumpur. My open lecture on local government and state authorities in Poland was supposed to last an hour and a half, but it ran for three hours, because there were so many questions and so much discussion with the students.

While recently lecturing at The University of Madeira on development strategies for Polish municipalities, I said that many of them are eager to grow tourism. The students replied that on their island that’s no longer the case everywhere and that most of them feel quite the opposite.

They say that a good plan is half the battle. And a bad one? I would say that it is the beginning of failure. A bad plan, instead of leading to the right goal, leads to wasting human energy, time, money, lost opportunities, defeats in competition and even disasters.
