In order to govern well, you have to want it first. Fortunately, among Polish self-government officials you can often meet people who want it.

At the jubilee XX Self-Government Forum of Capital and Finance, I had the honor to moderate the plenary debate on “The upcoming reform of the spatial management system and its consequences (including financial) for self- governments”, as well as took a part in the discussion panel on “Financial management as part of the local development strategy”.

This is Liuyang He, a PhD student at the National University of Singapore. She won a grant of NAWA – Polish National Agency for Academic Exchange to learn on development strategies of Polish communes.

I spent two afternoons with three councilors of Świdnica City training them individually in the form of questions, answers and discussion

9 mayors, 3 treasurers, 9 directors and managers of self-government units and companies as well as several other public managers and private businessmen – I spent Sunday with such a group teaching them strategic governance.
