Research project “Convergence of Policy and Innovation: Sustaining Development for Local Development” was implemented by the University of Jember, Indonesia. One of the goals of the project was to identify and pilot implement in selected Indonesian cities tools of local development strategic governance, proven in other countries, especially post-transitional, including Poland. As part of this project, I appeared as a keynote speaker at the conference opening this project, presenting the above-mentioned tools, and then verified their usefulness in Indonesian conditions.

The research project entitled: “Management of cultural heritage in Lower Silesia, Poland, in the context of local development strategic governance” was implemented as part of cooperation between the Wroclaw University of Economics and the University of Bologna. The aim of the project was to identify the management strategy for historic buildings in Poland and the links between this management and the local development strategic governance conducted by the municipal authorities. Together with prof. Sara Bonini Baraldi from the University of Bologna (Italy) and prof. Paolo Ferii from RMIT University (Australia) we conducted in the province of Lower Silesia field research and in-depth interviews with the voivodship conservator of monuments, CEOs of companies managing historic buildings, church hierarchs managing sacred monuments and communes mayors of municipalities exercising ownership rights over historic buildings.

Research project “E-administration as a condition of Poland’s development. Increase of competitiveness of enterprises using innovative reference models of public administration processes” was implemented by the International Business and Public Administration Center, a unit of the University of Warmia and Mazury in Olsztyn and financed by the Innovative Economy Operational Programme (POIG.01.03.01-00-139 / 08); Priority I: “Research and development of modern technologies”, Action 1.3 “Support for R&D projects for entrepreneurs implemented by scientific units”, Sub-action 1.3.1 “Development projects”. The aim of the project was to identify and develop reference models of processes in Polish public administration units. I was the project contractor – a member of the expert panel. My participation in the research consisted in assessing the procedures of local development strategic governance used in cities’ halls and marshal offices and in co-creating reference models of these procedures. In addition, I am a co-author of the invention (which is one of the scientific results of the project) submitted under No. 616722990 at the United States Patent Office, entitled: “The algorithmic method of generating reference models for implementation of processual management in public sector units”.

The research project “Socio-economic development of Polkowice commune in the years 1990-2010” was implemented by the Lower Silesian University of Entrepreneurship and Technology in Polkowice and financed by the municipality of Polkowice. The aim of these project was to analyze the socio-economic changes that took place in the commune of Polkowice (one of the wealthiest and most dynamically developing in Poland) after 1990. I was one of the project’s contractors. My participation in the research consisted in analyzing the relationships between local development strategic governance conducted in the commune of Polkowice and the level of innovativeness of the local economy.

The research project entitled “Innovativeness of the European regional space vs. the dynamics of economic development” was implemented by the Wrocław University of Economics based on the grant of the National Center for Research and Development No. PBR IV, NR11-0002-04/2008. The goal of the project was to identify the type and strength of the relationship between innovativeness and the economic development of European regions, as well as to assess regional, strategic innovativeness support systems. I was the project contractor. I have conducted research in the field of regional development strategic governance, i.e.:

• comparative analysis and evaluation of implementation systems of regional innovativeness strategies (RIS);
• assessment of the Polish Innovative Economy Operational Program 2007-2013 as a source of support for Polish RISs;
• RSIs analysis from European countries and identification of those solutions used in them that should be used in Polish RISs.

Research project “ADHOC – Adapted Development of Historical Old Towns in Central and Eastern Europe” was implemented by the Polish-German Research Association ADHOC EEIG / EZIG (founded by the Wrocław University of Economics and Technische Universität Kaiserslautern) and 10 municipalities of Austria, Croatia, Germany, Poland, Slovakia and Slovenia. The aim of the project was to develop and implement innovative solutions for managing the sustainable development of historic parts of old cities in the conditions of structural and demographic changes. I was one of the main contractors of this project. I performed analyzes of: demographic, economic and social trends of historic European cities; urban problems of the cities participating in the project; best management practices in the revitalization of historic city centers.

The research project “Strategic planning of local and regional development (DS / 2002)” was implemented by the Department of Regional Economy of the Wrocław University of Economics and financed by the Polish Ministry of Science and Higher Education. The aim of the project was to develop new, innovative methods of strategic planning for local and regional development. I served as one of the project contractors. My participation in the research consisted of assessing the methods of strategic analysis used in managing local and regional development and developing a new, innovative method of such analysis. I called this method SWOT Plus and now it is used in the practice of local and regional development governance.

The research project: “Problems of local governments activity (BW / 2002)” was implemented by the Department of Regional Economy of the Wrocław University of Economics and financed by the Polish Ministry of Science and Higher Education. The aim of the project was to identify criteria, methods and instruments to stimulate the development of economic activity by Polish municipalities, as well as to design new instruments. I served as one of the project contractors. My participation in the research was to identify the instruments of local interventionism used by Polish local authorities of selected municipalities in managing local economic development. In particular, infrastructure and spatial instruments were included in the research.

The research project “Taxonomy of structures in regional research” was implemented by the Wrocław University of Economics based on the grant of the Polish Scientific Research Committee No. 1 H02B 010 12. The aim of the project was to identify the possibilities and conditions for the use of taxonomic methods in assessing regional development and the innovative application of these methods. I served as one of the project contractors. My participation in the research consisted of assessing the state and level of environmental protection in individual regions of Poland using taxonomic methods.

The research project “Local development governance: case studies” was implemented by the Wrocław University of Economics based on a grant from the Higher Education Support Program of the Stefan Batory Foundation. The aim of the project was to analyze the goals, styles, instruments and effects of local development governance conducted by the authorities of several dozen different Polish municipalities. I served as one of the project contractors. My participation in the research consisted of a multidimensional analysis of the processes of strategic governance of local development conducted by the authorities of the Polish Rudna Commune, and then a comparative analysis of this governance in relation to other governance attitudes and approaches typical for Polish local authorities at that time.

R&D project: “Improving management of public services and development in self-government units (communes and counties)”, KSI No. POKL.05.02.01-00-0068 / 10 (task No. 2 – GWD), co-financed by the Ministry of Interior and Administration from POKL funds 5.2. was implemented in the years 2011-2013 by the Association of Polish Cities in partnership with the Association of Polish Counties and the Association of Rural Communes of the Republic of Poland. Its main goal was to comprehensively strengthen the institutional capacity of self-government units in Poland (municipalities and counties) to “govern well”, in particular to improve the quality, efficiency and accessibility of public services, and monitor development strategies. As a project expert in the area of “Strategic development governance and service management” I gave consultations and lectures to project participants on the integration of service management and development governance of self-government units.

The R&D project “Non-Government Organizations Support Center in the Słupecki County”, POKL.05.04.02-00-463 / 10, was implemented by the Polish Society for the Fight against Disabilities, the Regional Department in Konin City, and financed from the Polish Human Capital Operational Program 2007-2013. As a project expert, I developed the “Monitoring and evaluation system for the Local Strategy for the Development of the Third Sector in the Słupecki County for 2012-2018”. It includes procedures, indicators, surveys and criteria for monitoring and evaluation of the implementation process of the above mentioned strategy.

The R&D project “Development, coordination, monitoring and evaluation of the Lower Silesian Innovations System” was implemented by the Marshal’s Office of the Lower Silesian Voivodship and financed from the Polish Human Capital Operational Program 2007-2013. As a project expert, I made “Expert assessment of selected aspects of the update project of the Regional Innovativeness Strategy for the Lower Silesian Voivodship for 2011-2020”. The study was used for ex-ante evaluation of the project of the abovementioned strategy.

The R&D project “New opportunities for the cross-border labor market and economy of the Nysa Euroregion” was implemented by the Foundation Center for Enterprise Support in Zgorzelec, County Office in Zgorzelec, Karkonoska Regional Development Agency S.A. in Jelenia Góra, OSI CompuTrain S.A. and the Foundation for the Disabled and Waiting for Help, and financed from the EU EQUAL Community Initiative. As a member of the Partnership Council established as an advisory body for project partners, I presented and designed local development governance instruments to adapt the qualifications of people at risk of social exclusion on the labor market to the requirements of the economy market and disseminating information technologies among them.

The R&D project “City 2030 – A Common Development Vision of Europe-City of Zgorzelec / Görlitz” was implemented by Polish City of Zgorzelec, German City of Görlitz and the Lower Silesian Self-Government Training Center of the Foundation for Local Democracy Development, and financed from the 2030 Development Vision Program of the Federal Ministry of Education and Research of Germany. As a project expert, I developed: “Expertise of the Polish perspective – economy”, containing long-term scenarios for the economic development of the cities of Zgorzelec and Görlitz, as well as “Expertise of the Polish perspective – national and urban identity, culture, social attitudes”, containing long-term scenarios for the social development of the cities of Zgorzelec and Görlitz. These expertises constituted guidelines for the day-to-day management of the development of these cities, as well as for the preparation of the Europe-City Development Strategy of Zgorzelec / Görlitz.

The R&D project “Verification of the Local Data Bank (LDB) project. The development of the target concept of LDB and its prototype” was carried out by the Wrocław University of Economics & Business based on a grant of the Polish Central Statistical Office. The aim of the project was to develop the concept and prototype of the Local Data Bank of the Polish Central Statistical Office (CSO). I served as one of the project contractors. My participation involved identifying the needs of local authorities for information related to local economic development. The result of the project is the currently functioning CSO Local Data Bank – the largest collection of information on the social, economic and environmental conditions in Poland, describing voivodships, counties and communes, as well as regions and subregions constituting elements of the nomenclature of territorial units for statistical purposes.
